Key experience David brings to The Group in New Zealand is the guidance he gave for the structure, content and submission of the UK 5-case-model Business Cases, which has been adopted by the New Zealand Treasury as the Better Business Cases (BBC), and the establishment of the Strategic Assessment of major Programmes of Change for the Australian Government in 2010.
David has completed over 150 Gateway Reviews, many as a Review Team Leader, for the UK Office of Government Commerce (OGC) and the New Zealand State Services Commission (SSC) Gateway; he has played an active part in promoting strong Assurance. He is retained as a ‘Critical Friend’ advisor to the directorates of organisations in the Policing and Intelligence sectors. He is also a Information Assurance Assessor for CESG, the National Technical Authority for Information Assurance.
David was instrumental in establishing the syllabus for PMO qualifications and subsequently established himself as a Management Consultant offering Professional Strategic and Programme Assurance services and training. He is co-author of a book on Programme Management Centres of Excellence.
David’s qualifications include BEng(Hons), MBA, CEng, MIET, MAPM (CPM), CITP, MBCS. He maintains a Top Secret Security (TSV) clearance.
